Flashcards
0/25
OSHA (Occupational Safety and Health Administration)
OSHA ensures safe and healthy working conditions by setting and enforcing standards. It provides training, outreach, education, and assistance to the petroleum industry.
Clean Air Act
This federal law regulates air emissions from stationary and mobile sources. It authorizes the EPA to establish National Ambient Air Quality Standards to protect public health and the environment from airborne contaminants.
Outer Continental Shelf Lands Act (OCSLA)
OCSLA governs the policies and procedures related to the outer continental shelf's oil and gas exploration and extraction, establishing federal jurisdiction over these submerged lands.
National Environmental Policy Act (NEPA)
NEPA requires federal agencies to assess the environmental effects of their proposed actions prior to making decisions. This includes decisions on permit applications, adopting federal land management actions, and constructing highways or other publicly-owned facilities.
PHMSA (Pipeline and Hazardous Materials Safety Administration)
PHMSA oversees the safety of pipeline infrastructure and the transportation of hazardous materials. It develops and enforces regulations for the safe operation of pipeline transportation and the movement of hazardous materials.
EPA (Environmental Protection Agency)
The EPA regulates environmental issues related to air and water quality, and waste management in the petroleum industry. It enforces laws like the Clean Air Act and the Clean Water Act, concerning oil and gas industry operations.
API (American Petroleum Institute)
API is a trade association that represents all aspects of America’s oil and natural gas industry. It sets standards for petroleum industry operations, certification programs, and advocates industry policy on Capitol Hill.
BSEE (Bureau of Safety and Environmental Enforcement)
BSEE enforces safety and environmental regulations for offshore oil and gas operations. It aims to promote safety, protect the environment, and conserve offshore resources.
Federal Mine Safety and Health Act
Primarily focused on the mining sector, this act represents legislation aimed at protecting miner safety and health, which can be relevant to certain onshore petroleum extraction methods.
Magnuson-Stevens Fishery Conservation and Management Act
This act's primary focus is the conservation and management of fishery resources, but it can intersect with the petroleum industry by regulating off-shore activities that may affect these resources.
Endangered Species Act
This act provides for the conservation of species that are endangered or threatened and the ecosystems on which they depend. Its regulations can affect land use and activities in the petroleum industry, including drilling and exploration operations.
Toxic Substances Control Act (TSCA)
The TSCA gives EPA the ability to track industrial chemicals currently produced or imported into the United States. It can screen these chemicals and can require reporting or testing of those that may pose an environmental or human health hazard.
DOE (Department of Energy)
The DOE promotes energy security, scientific discovery, and innovation in the energy sector. It oversees petroleum reserves and works to improve energy technology.
Energy Policy Act
This act addresses energy production in the United States, including energy efficiency, renewable energy, oil and gas, coal, tribal energy, nuclear matters and security, vehicles and motor fuels, and the energy performance of buildings.
Marine Mammal Protection Act
Though centered on the protection of marine mammals, this act impacts the petroleum industry by restricting activities that can harm marine life, including certain offshore petroleum exploration and production activities.
Energy Reorganization Act
This act led to the creation of the Nuclear Regulatory Commission (NRC) and the Energy Research and Development Administration. It reorganized the regulatory structure for nuclear materials and laid foundations for energy research.
NRC (Nuclear Regulatory Commission)
Although not directly involved in the petroleum industry, the NRC regulates commercial nuclear power plants and other uses of nuclear material, which can affect energy markets, including petroleum.
FERC (Federal Energy Regulatory Commission)
FERC regulates the interstate transmission of natural gas, oil, and electricity. It oversees the licensing of natural gas and hydropower projects.
Clean Water Act
The Clean Water Act sets the structure for regulating discharges of pollutants into US waters and quality standards for surface waters. It is the primary federal law governing water pollution in the petroleum industry.
Energy Independence and Security Act
This act's purpose is to move the United States toward greater energy independence and security, to increase the production of clean renewable fuels, to protect consumers, to increase the efficiency of products, buildings, and vehicles, and to promote research on and deploy greenhouse gas capture and storage options.
BOEM (Bureau of Ocean Energy Management)
BOEM manages the responsible development of offshore energy and mineral resources. It conducts environmental studies and issues leases for offshore exploration and development.
SEC (Securities and Exchange Commission)
SEC enforces the lawful operation of securities markets. It requires oil and gas companies to disclose information about their operations, financial condition, and reserves in their filings, affecting investor decisions and market transparency.
Resource Conservation and Recovery Act (RCRA)
RCRA gives EPA the authority to control hazardous waste from the 'cradle-to-grave,' including generation, transportation, treatment, storage, and disposal. It also sets the framework for the management of non-hazardous waste.
Federal Oil and Gas Royalty Management Act (FOGRMA)
FOGRMA aims to ensure that all oil and gas originated from federal and Indian lands are accounted for and that the royalties are accurately collected and disbursed.
Oil Pollution Act (OPA)
Enacted after the Exxon Valdez oil spill, OPA aims to prevent oil spills and ensure effective response. It imposes liabilities on responsible parties and requires oil spill contingency planning.
